The alcohol-free alcohol would be the best. Applying alcohol in long term silently will remove the moisture of the skin thus will speed up the aging process. This bad effect will not instantly visible since it works from the inside. But, not all alcohols are bad. According to a forum discussion here, I got information about the good and bad alcohols.
The should be avoided alcohol is alcohol denat or denatured alcohol for it is going to dry up the skin in the long term usage, while the should be fine alcohol are cetearyl alcohol, cetyl alcohol, myristic alcohol, polyvincyl alcohol, stearyl alcohol, phenethyl alcohol which are used as thickeners.

Once being applied, my skin feels refreshed and looks glossy. The toner indeed feels so natural. No drying or sting feel, so light.
Cons
- Though it claims to reduce the oil secretion and keep the skin oil-free, it leaves sticky film and leads my face to over-oily few minutes later.
- It’s rather hard to pour out the toner from its bottle. The tip of the bottle is sealed and there is a tiny hole as the exit entrance of the liquid. I think the hole in the center of the seal is too small so that only small amount of the liquid can be poured out. I need to do a little effort to get the sufficient amount of toner that I need.

Tips
Ensure that all the remaining water during cleansing time have been removed before applying toner. Soon afterward, apply the toner on your damp skin. Toner will trap the moisture inside the skin hence your skin will hydrates longer.
